Enkele gebruikers van de snelbuslijn 386 van Arriva hebben tegenover onze CDAfractie hun verontwaardiging geuit rondom het verdwijnen van deze snelbus. Niet alleen voor forensen maar ook vanwege de sociale functie van het Openbaar Vervoer en heeft daarom de volgende vragen:
Klopt het dat de snelbuslijn 386 geheel of gedeeltelijk gaat verdwijnen? Indien dit het geval is, kan het College antwoord geven op de volgende vragen:
Antwoord Het college hecht veel waarde aan goed openbaar vervoer. In het coalitieakkoord 2019-2023 is dan ook opgenomen dat we voor lijnen waar weinig reizigers gebruik van maken innovatieve alternatieven zoeken en ons hard maken voor overstappunten. Qliner 386 (snelbuslijn) wordt inderdaad per 15 december 2019 opgeheven maar er worden goede alternatieve aangeboden die aansluiten bij onze ambities. Er wordt nog wel één ochtendrit geboden als lijn 385 tussen Den Haag en Oegstgeest.
Wat is de reden voor het geheel of gedeeltelijk verdwijnen van deze snelbuslijn?
Antwoord Arriva heeft conform de concessievoorschriften Zuid-Holland Noord binnen randvoorwaarden ontwikkelvrijheid voor de inrichting van het openbaar vervoer in het concessiegebied. Vanuit die vrijheid bekijkt Arriva hoe zij het vervoer jaarlijks kunnen optimaliseren. Dit doen zij door in de concessie te kijken op welke corridors er groeikansen liggen in de markt maar ook om kritisch te kijken welke lijnen of lijngedeelten een relatief lage bezetting kennen en daarom niet meer aangeboden zullen worden. Deze vrijheid heeft de vervoerder in het contract gegeven de beschikbare middelen. Qliner 386 (snelbuslijn) kent een lage bezetting. Deze lijn heeft als primaire functie om inwoners van Oegstgeest naar Den Haag te brengen. Vanuit en naar Oegstgeest maken gemiddeld circa 2,5 reizigers per rit gebruik van de lijn, in de daluren zakt dit zelfs naar gemiddeld 1,9 reizigers per rit. Deze cijfers zijn afkomstig uit de beschikbare OV-chipkaartdata zoals Arriva en wij die hanteren. Op het traject door Wassenaar en Den Haag is de bezetting op deze lijn beter, maar met een gemiddelde bezetting van 5,7 reizigers nog steeds onvoldoende om de lijn te handhaven. Een middag- en twee ochtendspitsritten hebben vanuit of naar Oegstgeest een bezetting tussen de 14 en 18 reizigers. Er zijn diverse en soms snellere alternatieve reismogelijkheden per openbaar vervoer in de relatie Oegstgeest – Den Haag: 1. Diverse buslijnen rijden vanuit Oegstgeest naar Leiden Centraal waar kan worden overgestapt op a. de trein naar Den Haag Centraal. De trein rijdt 8 keer per uur; b. EBS-lijn 43 naar Wassenaar en Bezuidenhout. 2. De nieuwe stadslijn 8 uit Oegstgeest Haaswijk rijdt naar Leiden Centraal waar kan worden overstapt op de intercity naar Den Haag Centraal (overstaptijd ca. 4 minuten). De totale reistijd is ca. 10 minuten korter dan met Qliner 386. 3. Voor het Rijnlands Lyceum in Oegstgeest biedt Arriva in de ochtendspits een scholierenrit vanuit Den Haag naar Oegstgeest, aansluitend op de schooltijd. 4. De frequentie van lijn 385 tussen de Bollenstreek en Den Haag met extra ritten van- en naar Esa/Estec gaat wel omhoog. Dit geldt dus ook voor de relatie tussen Wassenaar en Den Haag.
Is dit een beslissing van de Provincie, gemeente(n) of de concessiehouder en mag dit volgens de afspraken die wij met hen hebben?
Antwoord Zie het antwoord op vraag 2. Het voorstel van Arriva is goedgekeurd in de bestuurlijke stuurgroep van de concessie Zuid-Holland Noord. In deze stuurgroep zitten, naast de provinciale bestuurder, de bestuurlijke vertegenwoordigers van de regio’s Holland Rijnland en Midden- Holland. Voorafgaand aan het besluit heeft het reizigersplatform Rocov Hollands Midden op 17 juni 2019 positief gereageerd op het vervoerplan 2020. De goedkeuring van het vervoerplan 2020 is op 10 juli 2019 in de stuurgroep concessie Zuid-Holland Noord bekrachtigd. Daarmee is gehandeld volgens de wijze van besluitvorming over een vervoerplan zoals is vastgelegd in het Programma van Eisen dat aan de basis ligt van deze concessie.
Kan het College telcijfers verstrekken van de afgelopen 2 jaar van de haltes met betrekking tot deze snelbuslijn of de voorlopers hiervan?
Antwoord De telcijfers zoals bij het antwoord bij vraag 2 zijn weergegeven zijn de gemiddelden over de afgelopen twee jaar.
Is de overweging voor het geheel of gedeeltelijk opheffen van de snelbuslijn, van te voren voorgelegd aan de gemeente(n) waar deze bus doorheen rijdt en/of aan reizigersvereniging Rover? En zo ja, wat was hun reactie?
Antwoord Arriva consulteert elk jaar voorafgaand aan een besluit over het vervoerplan in het concessiegebied gelegen gemeenten waar veranderingen te voorzien zijn. Dit gebeurt zowel bestuurlijk als ambtelijk. Hiernaast wordt het reizigersoverleg Rocov Hollands Midden betrokken, waar Rover onderdeel van uitmaakt. De gemeente Oegstgeest heeft in die consultatieronde geen opmerkingen gemaakt over het voornemen om lijn 386 te laten vervallen en de gepresenteerde alternatieven. Rover heeft overigens per brief aan Gedeputeerde Staten op 11 november 2019 gevraagd of het mogelijk is om alsnog de spitsritten te handhaven.
Wordt er nog een alternatieve vorm van Openbaar Vervoer aangeboden aan reizigers die hierdoor gedupeerd worden? Zo nee, waarom niet? Zo ja, welk alternatief?
Antwoord In het antwoord van vraag 2 hebben wij de diverse alternatieven weergegeven.
Indien er geen alternatieve vorm van Openbaar Vervoer aangeboden gaat worden, kan het College aangeven wat er voor nodig is om de lijn toch te behouden?
Antwoord Wij zijn van mening dat er goede en soms snellere alternatieven worden geboden.
Bedankt iedereen voor het tekenen van de petitie en aan het meedoen met overige acties. Het heeft in ieder geval voorlopig gewerkt.
Betaald parkeren is uitgesteld door zorgen van bewoners, bedrijven en overige instellingen. Maar dit betekent niet dat de strijd is gestreden. Uitstel is namelijk geen afstel! Urgent Action Needed: End the Plight of Sudanese Asylum Seekers in the Netherlands Amid Ongoing Crisis and War in Sudan"

Allow us to start with the warnings issued by international organisations that Sudan will suffer an unimaginable humanitarian catastrophe if the ongoing war does not stop permanently.
The intense fighting is putting the lives, safety, and security of civilians at grave risk all over Sudan. The new escalation in violence is exacerbating an already devastating situation and making people desperately need urgent help. At least more than 500 people have died and thousands injured since the power struggle between Sudan's army and paramilitary group Rapid Support Forces (RSF) descended into fighting almost four weeks ago.
The fighting has pushed Sudan's population to near breaking point, with food becoming scarce, electricity cut off and many hospitals shut down. To make things worse, multiple aid agencies have suspended operations, and the United Nations High Commissioner for Refugees (UNHCR) said it was gearing up for potentially tens of thousands of people including children, women, and the elderly, fleeing to neighbouring countries.
The UN refugee agency also stated that “the ongoing brutal conflict has forced more than 100,000 Sudanese Refugees to flee neighboring countries, and at least 20,000 Sudanese refugees to flee to Chad from Darfur”, which it describes as “one of the regions most affected by violence of Sudan, and where growing instability might cause much larger displacement in the coming weeks.”
Regrettably, the situation in Sudan remains volatile. There are no positive signs on the horizon about an imminent end to the fighting, and people in Sudan are still living in fear every single day. Bodies are scattered in the streets, children, and women are among the victims. It seems the voice of bullets has prevailed over the voice of wisdom, sanity and the sanctity of our homeland and the safety of its citizens.
The signatories believes that the dilemma of the transitional period lies in the existence of multiple heads of power and decision-making centres. In addition, the de facto authority is neither elected nor decentralized and is unable to take decisive decisions. We are particularly saddened that once again, avaricious, and power-hungry men have trampled upon the needs and wishes of Sudanese people.
In the face of this tragic scene, the world watched with interest how the concerned countries hastened to evacuate their diplomatic missions and nationals from Sudan, which left an impression among many that the crisis is likely to deteriorate rapidly.
However, we are particularly saddened to see these countries racing to evacuate their nationals from Sudan, while they stand by and watch the catastrophic scene in this country. The paradox here is that the majority of these countries provide support to the two warring parties, the army and the Rapid Support Forces, in accordance with their interests. We are also shocked to learn that some of these countries have ruled out introducing safe and legal routes for Sudanese fleeing the war to seek asylum in their soil.
The signatories strongly believes that the relevant Dutch authorities should grant all Sudanese asylum seekers the right to settle immediately and without any conditions under their applicable legislations, and in the light of the ongoing war in Sudan.
Those unfortunate people and their families have endured years of uncertainty and are traumatized as a result, let alone the psychological, emotional, and financial problems they are experiencing. Many suffer from panic attacks, nightmares, and psychological problems due to the long wait for decisions regarding their asylum applications.
Undoubtedly, the ongoing war in their country, the lack of security and basics elements of normal life for the citizens there and the constant concern for the safety of their families have exacerbated the suffering of these people and made their psychological and mental conditions worse than ever.
We hereby strongly appeal to your esteemed administration to take the necessary measures to end the plight of Sudanese asylum seekers, their long suffering and grant them asylum to prove that the Netherlands is at the forefront of sponsoring countries for refugees fleeing repression and persecution in their country in search of safe havens.

Onze acties voor het redden van Bossen gaan door in heel Nederland

Omdat Staatsbosbeheer van plan is om nog veel meer hectare bos te kappen.
Klokkenluider Citaat: “Men wil de onvervangbare mooie bomen met subsidie verstoken in ziekmakende biomassa centrales. Men wil de natuur vernietigen zodat een enorme kale vlakte overblijft waar Staatsbosbeheer nog eens 200 voetbalvelden met zand wil gaan kiepen om daarmee de indruk te wekken dat men het voor het aanleggen van een zandgebied en voor biodiversiteit doet, maar zij maken de biodiversiteit kapot, het gaat hun alleen maar om geld en het innen van subsidies voor het verstoken van bomen in ziekmakende houtovens.
Zij hebben gelogen en bedrog gepleegd want de bomen halen stikstof uit de lucht, ze zorgen voor verkoeling, en ze houden de bodem vast en dat is nodig voor de veiligheid, men liegt dat het gedrukt staat, meer klokkenluiders spreken van corruptie omkoping, er is helemaal geen M.E.R (Milieu Effect Rapportage) gemaakt, er is gelogen, rapporten zijn vervalst en men liegt dat het om beschermende maatregelen voor “de natuur” zou gaan. De kap moet verboden worden en er dient een parlementaire enquete te komen naar corruptie/omkoping, de vreselijke aanslag op flora en fauna zoals de massale boomkap in Nederland en de miljardenzwendel/subsidie op het verstoken van bomen, de zeer grote schade, het ziek worden van steeds meer Nederlanders( longkanker/copd) door het inademen van /fijnstof/gifstoffen die vrijkomen bij het verbranden van hout in biomassa-centrales
