Take measures against dog attack for public safety in Wassenaar
Serious dog attack right outside a daycare, with 2 people hospitalised. However the police returned the dog to its owner without further investigation, and only issued a warning. We must prevent another resident / child from being (permanently) injured!

residents who are concerned about a recurrence and public safety
establish that:
- The dog was on the street without a leash or supervision from the owner
- The attack was right outside a daycare center
- The dog has been returned to owner with only a warning
- Police are reluctant to take proactive action to prevent a recurrence
- Police have not investigated the incident or injuries further
- Indications that the dog has been neglected for years
and request
The municipality and / or mayor of Wassenaar to take measures to prevent the dog from attacking again.

Brief van burgemeester - Letter from mayor
De burgemeester schreef terug: "In Wassenaar vinden we dergelijke voorvallen niet acceptabel. In onze Algemene Plaatselijke Verordening (APV) zijn regels opgenomen dat honden binnen de bebouwde kom aangelijnd moeten zijn. Deze regels zien erop toe dat een eigenaar van een hond bij machte moet zijn om controle over een hond te hebben. Zo kunnen we dergelijke gevallen in Wassenaar voorkomen.
Bij het bijtincident waar u slachtoffer van bent geworden was dit helaas niet het geval. Doordat de eigenaar de regels heeft overtreden hebben zowel de politie als de gemeente forse waarschuwingen afgegeven. Deze maatregel is voor soortgelijke gevallen gebruikelijk. Indien blijkt dat de eigenaar zich nogmaals schuldig maakt aan het overtreden van de regels, riskeert hij of zij een aanlijn- en muilkorfgebod. Ook kan bij een volgend bijtincident uit een gedragsonderzoek blijken dat meer maatregelen nodig zijn, bijvoorbeeld een verplichte verplaatsing.
De zorgen die ik hierboven heb beschreven, heb ik in mijn waarschuwing richting de eigenaar ook duidelijk gemaakt. Ik vertrouw erop dat de eigenaar van de hond zorgdraagt dat herhaling uitblijft.
The mayor wrote back: "In Wassenaar we do not find such incidents acceptable. Our Algemene Plaatselijke Verordening (APV) contains rules that dogs must be on a leash in built-up areas. These rules ensure that an owner of a dog must have control over a dog, so we can prevent such cases in Wassenaar.
Unfortunately, this was not the case in the biting incident you were the victim in. Because the owner has violated the rules, both the police and the municipality have issued strong warnings. This measure is common for similar cases. If it turns out that the owner is guilty of breaking the rules again, he or she risks a leash-and-muzzle order. In the event of a subsequent biting incident, a behavioral investigation may also show that more measures are required, for example a mandatory relocation.
The concerns I have outlined above have also been made clear in my warning to the owner. I trust the owner of the dog will ensure that no repetition occurs.
REACTIE VAN PETITIONARIS - REACTION FROM LEAD PETITIONER
On 24 November 2020, the petition was submitted in person to the Wassenaar gemeenteraad (municipal council) and the mayor received the petition in person. In January 2021, the mayor provided a response on the petition, see above.
In short, the authorities consider the dog owner has been sufficiently warned and therefore do not enforce further measures. Although I (as the victim) personally think more can be done, I respect the local culture and way of working, especially the decision from a democratically elected council.
